A working meeting was held at the HHI on 10 November 2022, with the participation of: Director of the International Hydrographic Organization (IHO) Rear Admiral Luigi Sinapi, President of the European Maritime Pilots’ Association (EMPA) Capt. Erik Dalege, President and Secretary of the Croatian Maritime Pilots’ Association (CMPA) Capt. Petar Bubić and Capt. Darian Turk respectively, representative of the Ministry of the Sea, Transport and Infrastructure (MMPI), Director of the Maritime Safety Directorate Capt. Siniša Orlić,  Chair of the HHI Administrative Council and Head of the Sector for Seafarers, Boat masters, Ship Registers and Technical Affairs Boško Ercegovac, and Head of the Sector for Navigation Control, Search and Rescue and Environmental Protection Zdravko Seidl. The meeting was attended by the HHI Director Vinka Kolić and representatives of the HHI.

The IHO Director Luigi Sinapi presented the S-100 universal hydrographic data model, which will be the basis for development of the IMO e-navigation concept. In this respect, implementation of the S-100 model shall be binding not only on hydrographic offices to develop a new generation of electronic navigational charts from S-57 to S-101 format, but also concerns transformation and digitalization of the entire maritime sector, and will include the production of other S-100 models. The S-100 model shall be phased in as of 1 January 2026, to take full effect as of 1 January 2030. The HHI director Vinka Kolić presented the hydrographic activity of the Republic of Croatia, the status of the HHI, as well as plans for the development of the HHI in line with the new S-100 universal hydrographic data model.

Considering the need to raise awareness about implementation of the S-100 universal hydrographic data model and include numerous maritime sector stakeholders, the HHI and the MMPI generally agreed on the need to set up a national committee for implementation and coordination of the S-100 model.

Following the example of other renowned hydrographic offices, regarding cooperation with maritime pilots, being important end users of S-100 products and participants in implementing the S-100 standard, the HHI signed an Agreement on technical cooperation with the Croatian Maritime Pilots’ Association, with an emphasis on testing the future S-100 products.  The EMPA representative Capt. Erik Dalege praised the initiative and cooperation with maritime pilots, and emphasized the importance of implementing the S-100 model and testing the new products, especially S-101 (ENC) and S-102 (bathymetry).
